Rick Santorum told David Gregory on Meet the Press that the modified rule on contraception coverage for employees of religiously-affiliated organizations is not a compromise and still forces the hand of religious organizations. He made this argument based on the idea that some religious organizations are self-insured:

“The idea that you can have the insurance company – and by the way, many, a large number of Catholic social service providers are self-insured, and so the self-insured is the insurance company – they’re gonna be forced to still provide. There’s no compromise here. They’re forcing religious organizations either directly or indirectly to pay for something that they find is a deeply morally wrong thing.” 

On a call with reporters Friday before the new rule was announced, administration officials said that the issue with self-insured groups and individual employers had yet to be worked out but that it would be as the rule was finalized, with plenty of room for input in the issue.
